OTTAWA—Working as a mission security sector specialist at Canada’s embassy in Kabul, Afghanistan, Karen Bongard’s everyday movements are limited by the fragile security environment in the war-torn country. On the days she is permitted to leave, she’s become accustomed to moving about in a heavily plated flak jacket accompanied by lots of men with big guns. As a Canadian woman working in the security sector of a conservative country, she is often the only woman at the table.
