What difference does a budget make?

So Finance Minister Bill Morneau’s approach is remarkable if for nothing else than for the Liberals’ unapologetic attitude on the need for generosity, as in the reversal of a lower retirement age, and the need to pump up the economy by spending extra billions on infrastructure—all that even if it means several years of deficits.
