And it’s unclear if he has the leadership capabilities to take on tough industrial issues that won’t go away, as well as drive the future Canadian economy.

The renaming of Industry Canada as Innovation, Science and Economic Development sets the right tone. But what the renamed department and its minister, Navdeep Singh Bains, propose to do matters much more than a new name. David Crane writes that unless Canada becomes an innovation nation ‘we could become a materially poorer nation.
