This is wrong. The Senate is indeed Canada’s second House of Parliament but it is not, and was never intended to be, a second House of Commons.
There is no excuse for the Senate to sit on the sidelines. Time is of the essence and the Senate’s future may be at stake.
Senators should be appointed on the recommendation of an independent, non-partisan body, drawing in part from the experience of the U.K. House of Lords Appointment Commission.
