OAKVILLE, ONT.—It’s a good thing the federal government’s recent budget isn’t a living, breathing creature. If it was, it’d be dead by now, torn apart by a pack of economists, pundits and politicians eager to study its gory entrails for clues about Prime Minister Stephen Harper’s political agenda. And yes, the budget has triggered lots of questions in that regard. Does the budget make Harper right-wing or left-wing? Does it make him a big spender or fiscally conservative?
